When buying these hats I thought they were party hats but when I received them they did not have the string to wear them. My daughter's birthday party was a horse themed one and these were going to be the kids party hats. However, since they couldn't wear them I had to use them has goody bags instead. I then bought new hats that were bigger and better for less money that the kids wore while riding the horse.
